Payment problem or availability problem — how to tell

These look the same from the outside and they are not remotely the same thing. A payment problem means Anthropic would serve you but cannot take your money — solvable, often for free. An availability problem means the account cannot hold a paid plan at all, and no card, code, reseller or crypto changes that. Establishing which you have is the first thing to do and it takes about two minutes.

The two-minute test
Do this before spending anything, and before asking anyone for help. It distinguishes the two cases more reliably than any error message.
- Sign in to claude.ai on the account you actually want upgraded, in an ordinary browser window with no VPN running.
- Look for an upgrade or plan option. If you can reach a page that asks for card details, you have a payment problem — Anthropic is willing to sell to this account.
- If no upgrade option appears at all, check the Claude mobile app on the same account. The app bills through Apple or Google, so an option there and not on the web is a billing-rail difference rather than an availability one.
- If neither offers a purchase, create a fresh personal account with your own email and check again. This rules out a managed, team or workspace account, which is a third and separate cause.
- If a brand-new personal account also offers nothing, that is an availability restriction. Nothing you buy will change it.

The fourth row is the one worth memorising, because it is where money gets lost. A gift code applies a paid plan to an account that is already permitted to hold one. It carries value, not permission. Redeeming it against an account that cannot be served produces nothing and refunds nothing.
How availability is determined
Not by your IP address at the moment you visit, which is the common assumption. It is a property of the account and its jurisdiction, informed by where it was created and what was verified at signup, and it persists across devices and networks. That is precisely why a VPN does not resolve it.
It is also not a judgement about you. Comprehensive sanctions programmes and export-control rules make some jurisdictions unserviceable for any US company, regardless of who the individual is or what they intend to do. There is no appeal because there is no discretion being exercised.
- Changing your IP does not change it. The restriction is not looking at your IP.
- A different payment method does not change it. The account cannot receive the plan the payment would buy.
- A reseller cannot change it, and one claiming to is selling something that will not work.
- Moving country genuinely and legitimately can change it, because the underlying facts change. That is the only route.
The third case people miss
There is a middle category that presents as unavailability and is neither: a managed account. If your Claude account was created by an employer, a school, or an invitation into a shared workspace, billing is administered centrally and you cannot attach a personal plan to it. No upgrade option appears, exactly as with a real restriction.
The distinguishing test is step four above. Create a personal account with your own email address and look again. If the option appears there, you were never restricted — you were on somebody else’s account, and the fix is free.
If it is a payment problem
Work down in order of cost, because the cheapest options succeed more often than people expect. Enable international and online transactions in your banking app. Check your foreign-currency limit clears the price. Copy the billing address from your statement rather than typing it. Try the mobile app with store credit bought locally for cash. Ask anyone abroad with a working card to buy the official gift at list price.
A reseller belongs at the end of that list, including us. What we sell is the absence of any requirement — no card, no bank, no ID — and it costs a markup precisely because everything cheaper has been ruled out first.
If it is an availability problem
Then the honest answer is that there is nothing to buy, and we will not sell you one. Our country pages for unserved jurisdictions say so on the page and refuse the sale rather than taking the order — not as a courtesy, but because delivering a code that cannot redeem would be selling nothing.
The free tier remains available in many places where paid plans are not, and it is a genuinely capable product rather than a consolation. If your circumstances change legitimately, the ordinary routes apply and the rest of this site covers them.

Why is there no upgrade button on my Claude account?
