Why Indian cards get declined on Claude, and how to fix it

Indian cards are issued with online and international payments switched off — not as a bank policy but under an RBI requirement that applies to every card in the country. So the usual decline on claude.ai is not a block, a region problem or anything to do with Anthropic. It is a setting you can change yourself in about two minutes, for nothing, and it resets every time you are issued a new card.

The rule behind every one of these declines
RBI circular RBI/2019-20/142, "Enhancing Security of Card Transactions", dated 15 January 2020, states that at the time of issue or re-issue, all cards — physical and virtual — shall be enabled for use only at contact-based points of usage, meaning ATMs and point-of-sale devices, within India.
Everything else is opt-in. Issuers must provide a facility for cardholders to separately enable card-not-present transactions, both domestic and international; card-present international transactions; and contactless. Until you use it, your card physically cannot be used for an online purchase, let alone a foreign one.

HDFC Bank
HDFC documents more routes than any other bank here, and the fastest is MyCards rather than full NetBanking.
- MyCards: go to mycards.hdfcbank.com, log in with your registered mobile number and an OTP, enter the last four digits of the card if it is your first visit, open the Card Control tab, and enable Online, Contactless and International usage — then set the limits.
- NetBanking: log in with your Customer ID, go to the Cards tab, select the card, choose Manage card, then Manage Domestic and International Limits.
- PayZapp and HDFC mobile banking both expose the same controls if you already use them.
- WhatsApp Banking on 70-700-222-22, or the toll-free lines 1800 1600 and 1800 2600, if you would rather not use an app.
- HDFC states the settings apply instantly, so retry the payment straight away rather than waiting.
State Bank of India
SBI puts this under card management in YONO, and offers the widest set of offline fallbacks of the three.
- YONO: open Manage ATM Card, and enable the card for International Usage. The same screen governs online, PoS and contactless separately.
- Enable each type you need. Turning on international alone does not help if card-not-present is still off, because an online payment is both.
- YONOLITE and Internet Banking carry the same controls if you do not use the main YONO app.
- An SBI ATM can also set these, which is useful if app access is the problem.
- Or call 1800 1234 or 1800 2100, or ask at a branch.
ICICI Bank
ICICI is the most explicit of the three about why the flag is off, and the app route is short.
- iMobile Pay: Services, then the Card Services icon, then Modify Debit Limit, then enable International and Online transactions.
- Internet Banking: log in, then Customer Service, Service Requests, Bank Accounts, Debit Card Related, and Increase/Decrease Debit Card Limit — confirmed with an OTP and your card grid values.
- While you are there, set the international and online limits high enough to clear the plan price with headroom, because a limit of zero behaves exactly like a block.
- ICICI states there is no charge for enabling this through the app, and no cap on how often you change it.
- So there is no reason not to turn it off again afterwards if you prefer, and back on when you next need it.
After you enable it, check the limit as well
Two separate settings, and enabling the first while leaving the second at zero produces a decline that looks identical to the one you just fixed.

The headroom matters because the charge is in dollars and lands in rupees after conversion, plus any foreign transaction fee. A limit set to exactly the plan price can be exceeded by the FX movement between you setting it and the payment clearing.
If it still fails after all that
- Check the settings actually saved. Some apps show a confirmation and revert if the session drops.
- Confirm you enabled it on the right card. A household with several cards from the same bank is a common source of this.
- Watch for the 3-D Secure step — an OTP that never arrives, or a page that times out, is a different failure that looks like a decline.
- Try a card from a different bank before concluding anything about Claude. That single test separates a card problem from everything else.
- If every Indian card fails while other international sites work, ask your bank specifically whether a merchant category restriction applies to international digital services.

Why is my HDFC card declined on Claude?
Almost always because online and international usage are switched off, which is how every Indian card is issued under RBI rules. Check whether you were issued a new card. The RBI rule applies at re-issue as well as first issue, so a replacement or renewal arrives with online and international usage switched off again, even if you enabled them years ago. Nothing warns you — the subscription simply fails to renew.
I enabled international usage and it still fails. What now?
Check the limits as well as the switches — an international limit of zero declines exactly like a disabled card, and the limit needs to clear the plan price with about 10% of headroom for currency conversion. Then check whether the 3-D Secure OTP step is completing. Then try a card from another bank, which separates a card problem from anything else.
